ELTO is the Employers Liability Tracing Office which was set up so that all businesses (subject to a few exclusions) had to provide their ERN - Employee tax reference number - to Insurers prior to renewal or new business inception.
The ERN Employee Tax Reference Number is required of all businesses where PAYE payments are made unless all staff are paid under £500 per month.
This is a legal requirement which has gathered momentum the last 2 years whereby we have been asking for the ERN since 2010 and all tax references should be input to Insurers by 01.04.2012.
The purpose of the ELTO is to aid claimants in for example liability cases years down the line tracking down the insurer, e.g. if a client suffers asbestosis 25 years after the Insured were liable, it is currently difficult to trace who the insurer was at that time 25 years ago, particularly in view of mergers and acquisitions of companies and insurers! The new database should speed up this process.
